Revised Jeonsigwa

Mokjong revised the jeonsigwa, dropping character as a criterion and granting land to serving and retired officials by rank alone, in 18 grades.

Gyeongjong’s first jeonsigwa (976) judged character as well as rank, leaving room for arbitrary grants. In 998 Mokjong removed the character criterion and granted rent rights over farmland and firewood land in 18 grades by official rank. Retired officials also received land, though less. Civil officials were favoured over military ones. Rank now fixed the size of a grant, fitting the jeonsigwa to the bureaucracy.
