Slave Review Act

King Gwangjong investigated people wrongly enslaved through war or debt and restored them to commoner status.

During the Later Three Kingdoms period, regional lords had enslaved captives and debtors to build up wealth and private armies. Freeing them weakened the lords and enlarged the tax- and service-paying population. The lords and merit subjects resented it, and under Seongjong a counter-law allowed freed slaves who insulted their former masters to be re-enslaved.
