The editorial rebuked Itō Hirobumi for forcing the treaty, called the ministers who approved it "worse than dogs and pigs", and lamented, "Alas, how bitter and how infuriating! O our twenty million compatriots!" The Hwangseong sinmun was printed and distributed without passing Japanese censorship.

Japan arrested Jang Ji-yeon and suspended the paper until February 1906. Reprinted in the Daehan maeil sinbo, the editorial spread widely and fired the movement against the treaty.
