From Taejong’s reign Joseon had moved Ulleungdo’s people to the mainland to keep pirates away, sending inspectors to patrol the island regularly. In the late 19th century Japanese began secretly felling timber there, and in 1881 the government protested to Japan.

In 1882 King Gojong sent Yi Gyu-won to inspect the island and, on his report, decided to resettle it. Settlers moved in from 1883, and Kim Ok-gyun was named commissioner for the southeastern islands. In 1900 Imperial Decree No. 41 raised Ulleungdo to Uldo County.
