King Goi

Eighth king of Baekje, who set up the six ministers, sixteen ranks and official robes

He took full control of the Han River basin and grew stronger in rivalry with Lelang and Daifang. He had officials wear purple, red or blue robes according to rank, and decreed that an official who took bribes or stole must repay threefold and be barred from office for life. These measures are taken as Baekje’s promulgation of a law code, and his reign is seen as laying the groundwork of a centralised state.
