The stele was found in 1978 at the Jeokseong fortress site on Seongjaesan in Danyang. It names Isabu and other Silla generals and orders rewards for Yaicha of Jeokseong, who had helped Silla, and care for his family — a policy of winning over the people of newly taken land.

Its mention of Silla’s official ranks, local administration and a "Jeokseong law" shows the law code at work. It records Silla’s advance over Jungnyeong Pass into the upper South Han River before the drive on the Han basin in 551.
