Jipsabu established

Queen Jindeok reorganized the Pumju into the Jipsabu, the chief office that carried out royal orders and oversaw the other bureaus. Its head, the jungsi (later sijung), underpinned royal power in Middle Silla.

In 651, when the faction of Kim Chun-chu and Kim Yu-sin led the government, Queen Jindeok turned the Pumju, which handled confidential affairs and finance, into the Jipsabu, the highest office carrying out the king’s orders and overseeing administration. From King Muyeol onward, in Middle Silla, the power of its head, the jungsi, grew while that of the sangdaedeung who led the Hwabaek council declined, strengthening the throne. The jungsi was renamed sijung under King Gyeongdeok (747), and in Late Silla the sangdaedeung regained power.
