Salary Land (Nokgwajeon) Granted

With the jeonsigwa in ruins and salaries hard to pay, Wonjong granted officials land in eight counties of Gyeonggi as salary land.

Through the military regime and the Mongol wars the powerful absorbed land, the jeonsigwa collapsed and the state granaries emptied, so officials could not be paid properly. In 1271, the year after the court returned to Gaegyeong, Wonjong granted officials land in eight counties of Gyeonggi in place of salaries. Even this land was taken over by the powerful families for their estates, and the new scholar-officials pressed for land reform, leading to the Gwajeon Law (1391).
