In September 1948 the Constitutional Assembly passed the Anti-National Acts Punishment Law, and in October it set up the special investigation committee. From January 1949 the committee arrested and questioned suspected collaborators such as Pak Heung-sik, Choe Rin and Yi Kwang-su.

Putting anti-communism first, the Rhee government was reluctant to cooperate. In 1949 assembly members who served on the committee were arrested in the "National Assembly fraction" case, and in June the police raided the committee’s office. When the Assembly shortened the statute of limitations to August 1949, the committee was dissolved; very few people were actually punished.
