On 21 January 1968, 31 North Korean special-forces soldiers reached the Segeomjeong area of Seoul on a mission to attack the Blue House before being stopped. Two days later North Korea seized the US intelligence ship Pueblo, and in November armed infiltrators landed at Uljin and Samcheok.

In response the Homeland Reserve Forces were founded in 1968 and resident registration cards introduced.
