Building on the underground Korea Founding League he had formed in 1944, Yeo Un-hyeong took over responsibility for public order from the Government-General on 15 August 1945 and set up the Committee for the Preparation of Korean Independence, with himself as chairman and An Jae-hong as vice-chairman. Its security units kept order, and by the end of August it had 145 branches across the country.

As the left grew stronger, An Jae-hong and other right-wing figures left. On 6 September, before US troops arrived, the committee proclaimed the People’s Republic of Korea and turned its branches into people’s committees, but the US military government did not recognize it.
