Eul Pa-so

Appointed chief minister by King Gogukcheon; the jindae grain-loan system was introduced while he held office

He was a farmer in Jwamul village in the Amnok valley who, recommended by Anryu, became King Gogukcheon’s chief minister in 191. The nobles objected, but he ran the government with the king’s trust. The Jindae relief loans were introduced in 194 while he held office, a system later carried on by Goryeo’s Uichang granaries and Joseon’s hwangok loans.
