King Gogukcheon
Ninth king of Goguryeo, who appointed Eul Pa-so and began the jindae relief loans
He turned the five clan-based divisions into administrative districts named east, west, south, north and centre, and fixed father-to-son succession, strengthening royal power. He made Eul Pa-so, a farmer from the Amnok valley, his chief minister. The Jindae relief loans begun in 194 were meant to keep farmers from falling into slavery to aristocrats in famine years and the lean spring months; they were later carried on by the Uichang granaries of Goryeo and the hwangok loans of Joseon.
