By the Giyu memorandum Japan took over the Korean Empire’s judiciary and prisons; the next year it took the police and annexed the country.

Having taken over the administration through Japanese vice-ministers and disbanded the army under the 1907 treaty, Japan had Resident-General Sone Arasuke and Prime Minister Lee Wan-yong sign this memorandum in July 1909. The Korean Ministry of Justice and courts were abolished, and the Residency-General’s judicial office took over trials and prisons.

That autumn Japan crushed the Honam righteous armies in its "great southern subjugation campaign". In June 1910 it took over the police as well, and in August annexed Korea.
