Jo had forced the peasants to build the Manseokbo reservoir and then charged them for its water. Jeon and others planned the rising with a circular signed in a ring (sabal tongmun). A new magistrate calmed matters, but when the inspector Yi Yong-tae persecuted the rebels as Donghak believers, the peasants rose again in the first uprising.
