Jo Byeong-gap

Magistrate of Gobu whose extortion over the Manseokbo reservoir provoked the 1894 uprising

As magistrate of Gobu he forced farmers to build the new Manseok reservoir below an existing one and then levied water fees, and extorted money on many pretexts, including a monument to his father's virtues. When peasants led by Jeon Bong-jun stormed the Gobu county office in January 1894, he fled. The Gobu uprising marked the start of the Donghak Peasant Revolution.
