When the Second Education Ordinance allowed universities, a preparatory committee formed around the Korean Education Association in 1922, and the Society for the Establishment of a National University in 1923. Under the slogan "One won from each of the ten million Koreans" it collected funds at home and abroad.
Surveillance and obstruction by the Government-General, together with drought and floods, hampered fund-raising, and Japan defused the campaign by opening Keijō Imperial University in 1924.
