Open activity being blocked by laws such as the 1907 Security Law, it was organized in secret. It founded the Daeseong School in Pyongyang and the Osan School in Jeongju, ran the Taegeuk bookstore and a ceramics company, and used the Daehan maeil sinbo as its de facto organ.

Seeing the limits of self-strengthening alone, it also prepared for armed struggle, founding the Gyeonghaksa and the Sinheung training school (later the Sinheung Military Academy) at Samwonbo in western Jiandao in 1911. It was uncovered and broken up in the 105-Person Incident fabricated by the Japanese in 1911.
