Last Resident-General and first Governor-General of Korea, who ruled through the military police
Japan set up the Government-General of Korea and ruled through the military police. Governors-General were drawn from army and navy generals and admirals.
The Government-General required the governor-general’s permission to found a company, blocking the growth of Korean capital, and seized resources through the fisheries, forestry and mining ordinances.
Japan fabricated a plot to assassinate Governor-General Terauchi and arrested some 600 people, many from the Sinminhoe. 105 were convicted at first instance, giving the case its name.
The Government-General issued the first Joseon Education Ordinance to raise "loyal and good subjects", setting four-year common schools and allowing only low-level education centred on Japanese and vocational training.
